There were monsters and to fight them a shady organization somehow started splicing orphaned girls with the monsters to give them super speed and strength but those girls kept going mad with it and turning into monsters and eventually they were pretty much the only monsters to worry about and the actual monsters were pathetic in comparison because the mangaka realized he just wanted to draw really cool looking vaguely female looking monsters and blond women with giant swords fighting them.
