You could make some kind of cover for it that goes along the wall, and opens up, but under no circumstance should things be inside the wall or under the floor.

it's not like plumbing runs across walls horizontally anywhere in an average house anyway and where it does (basement) it actually is accessible
electrical wiring usually goes through conduits and so it's easy to replace wiring using a fish tape without tearing anything up so having it exposed to possible damage literally gives no benefits

And they should all be stainless steel, 100% stainless steel pipes, run across the top of the walls with some cover flap, along with insulated electric wiring.
