Not OP but in USA all welfare is based on household income not individual income, and it seems these Pell Grants are no different.

So if you live in a house of 20 broke NEETs and 1 single person making $80,000 a year, then none of them are eligible for any kind of welfare.

My mom makes too much money for us to qualify for anything despite me being NEET.
