To me it's the single most disagreeable statement in the entire bible that I know of, so of course I've thought about it and read opinions.
Taken at the most literal interpretation, it would be quite ridiculous to believe Joe Biden, Kim Jong Un, and your local mayor were all appointed by God.
You quoted a very strange translation of it, I don't see any that use the term "anywhere" or indicate it's every government in the world, instead of just the Roman Empire.
One interpretation is that Romans at the time viewed their leader as a god, and it was appealing to this, or sarcastically mocking this, but regardless specific to the Roman Empire and not "any government in the world forever and ever".
