To me it seems to imply that God even showed some positive regard to pagan worshipers, perhaps because they were still worshiping a "creator" and some concept of "God".

He clearly didn't like how verbose their prayers and rituals were though, or their nonsense "Gods".
This is likely the entire purpose of him choosing a group of people (Hebrews), taking them out of slavery in Egypt, and helping them take over the Levant and ridding it of pagan theologies. Surely there was human mistakes made along the way, but if they didn't, we wouldn't know God today, just those nonsense pagan beliefs and disorder.
