I played this game some years ago. Jinmokan by Deeper. Art by Sakura Romanko under the alias that he uses for these titles, Sakurajima Saromako, who went on to be the artist for Tsurumiku after Assemblage (parent company of Deeper) went under and the core staff started Tsurumiku.
In the game the MC is a government guy and the girl in the image (and a few other girl) are suspected terrorists/freedom fighters (depending on your perspective I guess) so MC and his girl officer subordinate and guy officer subordinate have to torture them as part of interrogation, a job which the three of them enjoy very much.
I like the scene where a girl was dipped upside down into a tub of saltwater after being heavily whipped.

I played another game from them with his art from that era recently, Demon's Gate, I really liked this girl design and character. Game was nothing special though.
