Yes, if a website suspects an IP as being from a VPN they may ban it (4chan does this). If you pay for a VPN though, most sites won't know the IPs. Even if they did, they wouldn't be able to trace it back to you.

Also I love itadaki seieki!. It's one of my favorites.
